3. Bidder qualification requirements

3.1 Qualification conditions: The bidder must have independent legal personality, with a valid business license;

3.2. The person in charge of the proposed project requires: provide the labor contract signed with the bidding enterprise and the pension insurance payment certificate of the bidding enterprise (provide the pension insurance payment certificate of the bidding enterprise for any 3 months since January 1, 2023;

3.3 Performance requirements: The bidder shall provide similar information upgrading performance undertaken by the enterprise since January 1, 2020 (subject to the contract signing time, contract agreement shall be provided);

3.4. Financial requirements: Provide a complete financial report audited by a third party for the year 2022. If the bidder is established less than one year, provide a valid credit certificate issued by the basic bank of deposit;

3.3 Reputation requirements: (1) The bidder has not been ordered to suspend business, the bidding qualification has been cancelled, the property has been frozen, taken over, bankruptcy state of the written commitment (with the official seal and legal person seal, the format is prepared by itself), if the bidder is found to be fraudulent, all consequences shall be borne by the bidder;

4. Acquisition of bidding documents

4.3 The electronic bidding documents on the website of Henan Public Resources Trading Center shall prevail, and the tenderer shall not provide paper bidding documents。If the bidder fails to download the bidding documents on the Internet as required, his bid will be rejected。

V. Submission of tender documents
