I. Project overview and bidding scope

 1.3 Goods demand and number of finalists: (1) 55-60g writing，To be shortlisted 4;(2) 60 grams of double glue，To be shortlisted 7;(3) 70-150 grams of double glue，To be shortlisted 7;(4) 105 grams copper plate，To be shortlisted 3;(5) 128-300 g copper plate，To be shortlisted 3;(6) Lightweight paper，To be shortlisted 4;

 1.Service term: 1 year from the effective date of the framework agreement;

 1.5标段划分：本项目共分为6个标段；（1）55-60克书写；（2）60克双胶; （3）70-150克双胶；（4）105克铜版；（5）128-300克铜版;（6）轻型纸。

2. Bidder qualification requirements

 2.A paper manufacturer with independent legal personality or a manufacturer's own sales company (excluding agents), with a valid business license;Good finance, technology, production capacity, business reputation, after-sales service, etc.Annual output of cultural paper is more than 100,000 tons (including 100,000 tons);

 2.2. The enterprise has passed ISO9000 series quality management system certification and environmental management system certification;

 2.3. The enterprise has passed the World Green Forest Certification (FSC or PEFC) and the National Metrological Certification (CMA);

 2.4 Have a good business reputation and sound financial accounting system, provide 2018 annual financial audit report, the newly established company does not have an audit report to attach the latest financial statements;

 2.5. Have a good record of paying taxes and social security funds according to law, and provide proof materials of paying taxes and social security funds according to law in any month since 2019;

 2.6. Within 3 years prior to participating in this bidding activity (from January 1, 2017 to now), there is no record of major illegal activities in business activities, no fraudulent bid winning by means of unfair competition, and no major economic criminal cases (self-commitment, self-drafted format);

 2.7 Provide "Credit China" (www.creditchina.gov.On the printed page of the "Inquiry of persons subject to enforcement for dishonesty" webpage of the website (the inquiry date is after the release of the tender announcement), the units listed in the list of persons subject to enforcement for dishonesty after the inquiry will be disqualified from bidding;

 2.8 The person in charge of the unit is the same person or different units with holding and management relationship shall not participate in the bidding for the same section of the project at the same time;Two or more legal persons whose legal representative is the same person, parent company, wholly-owned subsidiary and company with holding relationship shall not participate in the bidding for the same section of the project at the same time。In case of either of the above two situations, the bid of the project shall be deemed to be abandoned at the same time (provide the printed page of the company information, shareholder or investor information published in the "National Enterprise Credit Information Publicity System");

 2.9 The project does not accept the consortium bid;

 2.10 Bidders can bid on 6 bid sections of the project and can be shortlisted for multiple bid sections at the same time。

3. Requirements for registration and purchase of bidding documents
